After the end of the Cold War, groups once formed for state-sponsored terrorism have gone rogue and started acting out their own missions, adding onto the rising number of existing terrorist attacks worldwide. This leads John Clark, a CIA operative, to form an international counter-terrorism group under NATO called Rainbow. This group enlists the best of the FBI, MI6, and Mossad to better fight the increasing terrorist attacks, unbeknownst to the game tying them all together.

Third Echelon is a group under the NSA that does not exist under any public records. The purpose of this group is to gather sensitive information from all over the world in the hopes of turning the tides in the evergoing war on terror. Their operatives, Splinter Cells, carry out this mission with the intention of the world never knowing their existance. Despite this, multiple operatives across the world are being assassinated within a close time frame, lining up with one Rick Benton's research into an arms dealer called The Shop, and one of their buyers, known as The Shadows. This leaves the task to operative Sam Fisher, who's next on these assassins' list.

A man named Jack Reacher gets off a bus in the small town of Margrave, Georgia, only to be arrested almost immediately under suspiscion of murder. Although evidence of this is contentious among the police staff, he is sent off to a state prison along with a man who confessed to involvement in the same crime. An assassination attempt is made on the two, but Reacher manages to protect them before both being released on account of investigation revealing that the confessor lying as a cover up. Before any more context can be interrogated under the false confessor, he is silenced before anyone can reach him again. After learning the identity of the victim, Reacher joins the chief detective in finding the true killer.

Clare speeds down the empty road to a relative's house in a frenzy, desperate to reach them after a strange event forces her to hide with them in a bunker. Before she can get to them though, the weather combined with her driving and a strange encounter causes her to get into an accident. When she wakes up, she finds herself in an old mansion and trapped inside due to an intense snowstorm that makes leaving impossible. Joining her is a mysterious stranger who lives there, and is the one who brought her in. Despite the man's kindness, every day she spends in the mansion causes more paranoia to seep into her mind as she's forced to wait out the storm amidst signs of other life in the building.
